POSITION OVERVIEW:

The Accountant 2 will work closely with the Chief Fiscal Officer, fiscal staff, county staff, and vendors for duties related to accounts payable and accounts receivable. This position prepares and analyzes financial reports and ensures proper documentation and records for audit purposes. The individual demonstrates the ability to manage diverse tasks, complex problem solving, and is highly detailed. Informs immediate supervisor and Executive Director regarding fiscal/budgetary matters.

ESSENTIAL DUTIES OF THE JOB:

Prepares all administration and child support bills for payment using vouchers, purchase orders, and agency accounting systems. Monitors entries and adjustments to accounting software used to facilitate the financial operation of agencies transferring monies from account to account where necessary. Correlates with various departments/agencies to collect information necessary for financial audits to maintain county/state/federal compliance. Completes agency pay ins in a timely manner; monitors pay ins to ensure proper accounting accuracy, coding, and deposit into the proper account. Prepares monthly financial reports for the agency and CSEA ensuring proper coding for all receipts, advances, and disbursements. Corresponds with the County Auditor and Treasurer to verify that agency records match their records. Analyzes various records, reports, and statements for accuracy. Monitors preparation, coding and accounting procedures for various special project disbursements and various agency contracts. Prepares complex financial reports and statements. Attends various meetings/conferences.

OTHER DUTIES AND RESPONSIBILITIES

5% Other duties as assigned. May be required to perform duties under supervision of the Athens County Red Cross during an emergency, in accordance with the Athens County Department of Job and Family Services Disaster Preparedness Plan and the Athens County Emergency Operations Plan.

Knowledge of: Forecasting future operational activities and converting projections into monetary terms to plan and monitor expenditures within specified fiscal authority. Maintaining systematic records of financial transaction in ledger form (subject to audit) involving entry, verification and balancing of data, and operation of adding machines and/or calculators. Designing systems involving establishment, interpretation, analysis, and presentation of accounts and including preparation of reports, in addition to maintaining records of financial transaction. Executive level authority to develop, control and direct operations to achieve defined objectives with maximum efficiency. On a daily basis provides work direction and training normally to lower-level employees assigned to the same work unit. Does not formally evaluate employees’ performance, recommend, or authorize leave, or initiate or recommend disciplinary action. Assigned responsibility for establishing and sustaining beneficial business relations or establishing and projecting acceptable public image. Policies and procedures specific to internal operations of Athens County Department of Job and Family Services. 

Skills: Operation of personal computer to create, edit/revise, store and purge documents using office system software (Microsoft Office). Offset press, photocopier calculator, computer. 

Ability to: Understand system of mechanical or other procedures. Apply principles to solve practical, everyday problems. Define, problems, collect data, establish facts, and draw valid conclusions. Interpret extensive variety of technical material in books, journals, and manuals.  Read and record figures accurately.  Add, subtract, multiply and divide whole numbers. Use geometry and trigonometry Copy material accurately and recognize grammatical and spelling errors. Originate routine business letters reflecting standard procedures. Prepare and deliver speeches before specialized audiences and general public. Code items from one symbolic form to another. Cooperate with co-workers on group projects. 

MINIMUM QUALIFICATIONS

 Associate’s degree in Accounting, Business, Finance or related field.

Two years’ experience in accounting or bookkeeping.

One year experience with spreadsheets, databases, and word processing.

Or equivalent educational training.

Valid Ohio Driver’s license

Having held this position within the past 3 years meets the minimum qualifications.
