JOB DESCRIPTION:

Manages and supervises assigned staff; plans, organizes, and prioritizes workloads and staff assignments; interviews candidates and recommends for hire; trains, motivates and evaluates assigned staff; administers initial states of discipline i.e., verbal warnings; reviews and standardizes work procedures; resolves employee concerns and problems; approves timesheets and requests for leave.

Ensures subordinates have proper resources needed to complete assigned work; monitors status of work in progress; inspects completed work; oversees quality of casework for federal and state programs including multicounty collaborative programs.

Develops and implements long- and short-term plans, goals, and objectives for Income Maintenance unit: interprets and complies with federal and state regulations regarding food assistance, disability and medical assistance and related state and federal programs; researches, assesses and develops strategies to meet current and future issues and concerns regarding public assistance programs; identifies and implements needed changes, modifications and/or enhancements.

Develops, implements, and updates policies and procedures for the unit; formulates and develops work methods and practices, policies, standard operating procedures, and training programs; establishes and maintain programs for employment and related services; monitors implementation of unit rules and regulations; and updates and revises policies and procedures as required.

Directs and administers programs in the Income Maintenance unit; assigns and reviews work for unit programs; interprets and ensures operational compliance with federal. state and county regulations and agency and program objectives, including proper handling and safeguarding of confidential information, identification of underpayment, overpayment, and fraud investigation and prosecution, and collection of overpayments; assists in administering multi-county call center; monitors, manages and reconciles computer system access for employees in the unit; ensures proper handling and safeguarding of confidential information and Federal Tax Information;

Performs administrative functions; consults with Director and other agency supervisors; assists with yearly budget planning; prepares and submits statistical and narrative reports; assists with audits.

Serves as liaison to other governmental entities and county departments, and community organizations; attends and presents at meetings, training sessions, conferences, and workshops; participates in committees and boards; coordinates unit activities with other agency units; communicates programs and services provided by unit and other agency partners and institutions within the service area.

Maintains awareness of new methods, trends, and regulatory and legislative changes and developments impacting unit programs: interprets new rules and develops and recommends policies, work procedures, case management and public assistance requirements, etc. for the daily operation of programs.

Communicates with assigned staff, federal/state/local government officials, clients, third party service contractors, granting agencies, and other individuals as needed to advise, recommend strategies, coordinate work activities, review status of work, exchange information, or resolve problems; responds to emails, phone calls, and visitor requests.

 

QUALIFICATIONS:

Bachelor’s degree in Social Work, Human Services or related field required; supplemented by three years of experience in supervising public assistance and social service programs, case management, or related field; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid driver’s license.
