Medina County Job and Family Services Director (Full-Time - Exempt)

Position Overview:

Medina County is seeking a Director to lead its Department of Job and Family Services (JFS) in delivering essential programs that strengthen families and support residents. 

Under direction of the Medina Board of County Commissioners and administrative direction of the County Administrator, the Director oversees all operations of the Department of Job and Family Services (JFS). This includes planning, organizing, and reviewing departmental activities while coordinating with other County departments and external agencies. This role ensures compliance with state and federal regulations, promotes innovation, and fosters partnerships to improve outcomes for residents.

 

Key Responsibilities:

  • Administers the County Department of Job & Family Services and is responsible for all program areas:
    • Public Assistance (OWF, PRC, Food Assistance, Medicaid, etc.)
    • Children Services (investigate and research abuse/neglect/dependent youth)
    • Child Support Services
  • Direct agency operations, including program administration, fiscal management, and staff development. Develop and implement strategic plans aligned with various state agencies, most notably, Ohio Department of Job and Family Services (ODJFS), Ohio Department of Children and Youth (DCY) and Ohio Department of Medicaid (ODM) priorities.
  • Establish and enforce agency policies and procedures; coordinate programs within the agency and across the community to ensure integrated service delivery.
  • Development and manage multi-million-dollar budgets, ensuring fiscal accountability and compliance with state and federal guidelines. Forecast of funding needs, monitor expenditures, and implement adjustments as required.
  • Presents annual budget proposals to County Commissioners and coordinate appropriations across calendar, State and Federal Fiscal years
  • Monitor and evaluate all programs for effectiveness and compliance; recommend improvements to enhance service quality and community impact.
  • Understands intent and terms of collective bargaining agreement.

 

Qualifications:

  • Bachelor’s degree in business, public administration, or a related field; Master’s degree preferred.
  • Minimum of 6 years of management experience in a County Job and Family Services.
  • Demonstrated skills in a supervisory, administrative, or managerial role relating to the planning, organizing and directing of various functions of a local job and family services agency.
  • A law degree is not required, although candidates who possess a law degree or are members of the state bar are eligible for appointment.
  • Substitution of experience for education: Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Valid Ohio driver’s license, clean driving record and proof of adequate vehicle insurance.
  • Working knowledge of modern office practices, procedures and equipment.

Starting Rate:
$93,558.40-$116, 937.60
