ESSENTIAL DUTIES OF THE JOB:
Provides leadership and is responsible for administrative tasks of specific human resources and fiscal resources responsibilities as assigned. Duties include and are not limited to:
Processes ACDJFS employee payroll and reviews timesheets for approvals/accuracy.
Resolves time record discrepancies and monitors paid time off balances.
Implements approved annual pay raises and maintains payroll data.
Processes personnel changes (hires, promotions, terminations, etc.)
Administers benefits enrollment and addresses staff payroll/benefits issues.
Submits required reports to CFO/Leadership.
Maintains time keeping, confidential personnel, and other human resources records of Agency personnel using HRIS software.
Coordinates and participates in human resources recruitment.
Coordinates and administers employment testing as necessary.
Conducts preboarding, onboarding, and offboarding activities.
Provides oversight of FMLA and other leave requirements.
Organizes, coordinates, and tracks annual staff training.
Serves as Random Moment Sample (RMS) Coordinator as needed.
Fields personnel and fiscal questions.
Provides back up to the Fiscal Specialist.
Uses critical thinking to minimize internal and external customer concerns.
Assists fiscal department with administrative and clerical tasks as needed.
Stays current and compliant with Agency, state, and/or federal laws at it relates to human resources and fiscal.
Attends conferences and other training related to human resources and fiscal.
OTHER DUTIES AND RESPONSIBILITIES
Other duties as assigned. May be required to perform duties under supervision of the Athens County Red Cross during an emergency, in accordance with the Athens County Department of Job and Family Services Disaster Preparedness Plan and the Athens County Emergency Operations Plan.

Knowledge of: County, department, and division goals and objectives; *county, department, and division policies and procedures; *ODJFS computer systems; human resource administration, budgeting, and payroll; personnel records, policies, and practices; training concepts related to human resources and organizational development.
Skill in: Operation of computer and modern business office equipment; ability to independently carry out written and oral instructions; good understanding of human resources best practices.
Ability to: Analyze and solve problems; write and communicate clearly; maintain accurate records; use proper research methods to gather and report data; provide quality customer service; stay current on human resources best practices and applicable laws.
MINIMUM QUALIFICATIONS
Bachelor’s degree or
Completion of an associate's degree in business administration, communication, public administration or similar field and two years of experience in human resources environment or
Four years of experience in a human resources function.
Established pattern of good work habits, interpersonal skills, attendance, and performance.
Demonstrated proficiency using core Microsoft Office applications (Word, PowerPoint, Outlook) for document creation, presentation development, and email communication.
Working knowledge of Microsoft Excel, including the ability to create and modify spreadsheets, use basic formulas and functions, format data, and generate simple charts and reports.
Ability to travel independently.
Must obtain SHRM certification or equivalent certification within two years of employment.
